Currently, the number of disabled people in
Thailand has growth increasingly. Welfare
services provided by government and accessible fundamental rights are necessary
for disabled people that government agencies, at the central, regional and
local levels, should provide these services equally and extensively according
to the Empowerment of Persons with Disabilities Act, 2550 (2007),
National Health Security Act with the welfare of 26 disabilities,
and the Education for Disabilities Act. Moreover, these acts refer to welfare
service provision in every aspect for disabled people to facilitate them
accessing fundamental rights and facilities more easily and conveniently. At
present, however, the access to fundamental rights and facilities have not
covered the whole population of disabled people yet, and most of them are not
practical, for that reason, the author aimed to study rights and welfare of
disabled people provided by law, then, analyze available information adapting
for administration of Saensuk Municipality in Chonburi in order to propose
guidance to improve accessibility of rights and welfare of disabled people more
efficiency.
